Its weak point is&nbsp;<strong>commercial and implementation realism<\/strong>: the $75 million target is not transparently reconciled to the baseline, the evidence does not establish sufficient demand or processing scale, and public reporting is dominated by ITC\/EU programme narratives. I would rate it as&nbsp;<strong>strategically promising but not yet investment-grade as a five-year export plan<\/strong>. The most important revision would be to replace the single headline target with a monitored pathway: verified baseline by HS code and product category; tonnes of fibre collected and processed; domestic value-added share; number and value of repeat export orders; farmer net-income change; women\u2019s income share; plant utilization; and annual target ranges with a downside case.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This assessment is based mainly on official ITC\/EU materials and the retrieved record of a midterm evaluation; I did not find enough independently reported trade, firm-level, or buyer-side evidence to validate the strategy\u2019s economy-wide impact.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>How is pashmina sector development as planned by ITC plan compatible with mountain stewardship?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Evaluating research sources:<\/strong>&nbsp;I need to follow up on existing sources since the question involves compatibility.
